That is the announced release date, not a guarantee of delivery to every retailer. Wizards’ regional update dated 11 September makes the following distinction for this Commander product:

Read the deck’s central strategy and the full list before purchasing. If you are new to Commander, the fact that a product is ready to play does not mean that every interaction will be immediately familiar. The official buyer’s guide places this precon among its options for experienced players.
For an existing collection, first check what you already own. For a new deck, consider whether the four-color Jace strategy interests you. For a gift, confirm that the recipient wants physical Commander cards. These questions are more useful than assuming every newly revealed deck is a must-buy.
